This specific Error code 20 occurs due to the April 2018 Windows 10 update where the option “Beta: Use Unicode UTF-8 for worldwide language support” was introduced.

• Navigate to the Control Panel > Clock, Language and Region > Region
• Select the Administrative Tab
• Deselect the option Beta: Use Unicode UTF-8 for worldwide language support
• Select OK
